The weather is getting really warm these past couple days (actually down right hot... over 90). Does warm weather encourage cocoons?

Yep looks like cocoons to me.
How is the weather in SF?

From what I can see yes, those are fresh cocoons. As they mature they will turn darker until they are ready to hatch. Once they hatch they are tranlucent and you can see inside that the cocoon is empty.
